You can use Paint Shop Pro or Adobe Photoshop to do it. These are professional editing software, you can do wonder works.
If you want to quick fix, try to download some themes with the source code ready to modify. You can read
my post on new theme I am using on my blog. This theme come with psd file I just do a little modification, it come out with the nice result. (Assume you have photoshop software).
