That's the tricky part, if you are not good at html or php. It is really depends on the theme, some use css to control the theme design, some with pre-set format. You really need to learn to read the code if you really want to create a similar page.
I am not sure you are going to create a static page for main page or sub-page? In WP 2.1+ version, you can create a static front page and set it as default page. I saw this feature in the new installation blog but I haven't tried it.
Maybe you want to install a test blog with v2.1+ and try it out?
