It is yes or no in getting traffic as you said. Some of us leverage very much on search engine traffic and pay nothing for the traffic. Of course, if your budget allow, you can always look for PPC or PPL or any other way to drive traffic.

For a newly started blog, and especially if you don't have a budget for Adwords and other kind of advertisements, it is best to use the slower way to generate incoming links, like leaving a comment in other blogs and participate in forum like this.

Writing comments on other peoples blogs still works as it used to. So yeah it's a good way to get traffic and also incoming links. You may want to publish as article in EzineArticles.com that would get you another link. Or you can try directory submitter:

That's correct, I totally agree on slow and steady way. I launched my new blog back in end Sept and has updated to PR2 in recent Google update. In fact, I do it slow and steady way but still able to get PR2. I have put up a complete write up about my site being updated to PR2, read more about this from my blog.

To get more incoming links,

1) Tag your blog posts with Technorati Tags.
2) Whenever you write great posts, mail fellow bloggers, post in forums, ask probloggers to have to a look at it.
3) Improve your SEO, Use All-In-One-SEO plugin.
4) Give out any free report or tool/service.
